China’s domestic policy at the current stage: reforming state authorities and their tasks

Abstract

The article examines the issue of China’s domestic policy at the current stage. It was found that China’s economic growth prospects cause many concerns due to the problems of the world economy, the epidemic, the worsening of relations with the USA and the Russian-Ukrainian war. The Chinese government and the Central Committee of the Communist Party of China have introduced a number of measures to improve China’s domestic situation. A set of economic, social and international problems that have reached a critical level have pushed China to these changes.
The subject of the study is the main directions of China’s reform, announced by President Xi Jinping at the Central Economic Conference, which took place on December 15, 2022.
An analysis of the «Plan for China’s Party and State Institutional Reform» published on March 16, 2023 by the Central Committee of the Communist Party of China and the State Council was made, and it was established that in order to deepen the institutional reform of the Party Central Committee, the reorganization and optimization of the powers of a number of ministries, the creation of the National Data Bureau, and establishing five new central institutions to strengthen the centralized and unified leadership of the Party Central Committee, namely: the Central Finance Commission, the Central Financial Work Committee, the Central Scientific and Technical Committee, the Central Social Work Department and the Central Hong Kong and Macao Labor Office. Their main functions and powers are considered.
It is concluded that, in general, in 2023, China’s domestic policy, despite the challenges and threats that China faces today, remains relatively stable and progressive. The adoption of new important documents and the creation of new structures will inevitably lead to the strengthening of central leadership, the optimization of the functional division of labor and the coordination of management to improve efficiency.
