Modern approaches to the definition of public policy

Public policy affects many dimensions of the «political», which requires researchers not only to measure the properties, but also to establish the relationships and intersections on which the system of public policy coordination depends. The purpose of this study is to reveal the content of existing approaches to the definition of «public policy» and justify the use of a comprehensive (which would take into account all dimensions) approach to revealing the essence of this phenomenon. The article analyzes modern approaches to the definition of «public policy». For the emergence of this phenomenon, two concepts are compared – «politics» and «policy». The use of a comprehensive approach to revealing the essence of public policy is substantiated. A number of difficulties faced by researchers to study public policy as a state activity are analyzed. Disclosure of the complexity of the characteristic public policy used with the temporary nature of public processes, the diversity of participants and political conditions, as well as the stimulating and renewed nature of its results through interconnected and complementary dimensions such as informational and discursive, activist, managerial and spatial. The authors come to the results that develop more national features of «public policy», and then turn to the search for specific points of its practical application and use, allow it to be implemented in public life. In this regard, it is important to study the inclusion of citizens in public administration and their participation in public policy, which allows the authorities to simultaneously take into account the views of citizens on the importance of solving various socio-economic problems and correction of management decisions and the population show initiative and influence management decision-making processes.
